This verse was brought to my attention during a Bible study a couple days ago. It was the perfect reminder that we must patiently wait to hear an answer from the Lord. It doesn't always happen when or how we want it to happen, but He knows what is best.
My book "Discerning the Voice of God" by Priscilla Shirer explained that watchmen in Habakkuk's day minimized all distractions to concentrate fully on the task of protecting the city from enemies. No one could coerce him from his post. In the same way, this verse describes how Habakkuk would not move until he received divine direction.
Habakkuk also described that he would wait "on the watchtower", which was positioned high above the ground to give the best view of the surrounding area. This symbolizes being in a place where we are seeing our life and situation from different circumstances - through God's eyes and understanding because our "ground level" understanding is so limited. He took his eyes off the circumstances and focused on God.
Later on in the passage Habakkuk says, "when I am reproved" almost as if he expected to be reproved by God. In other words, Habakkuk understood that God's ways are so much higher than his own. He expected that his own opinion or understanding of the situation could not even compare to the unsearchable understanding of God. He expected to be reproved.
At the end of the passage it says, "If it seems slow, wait for it; it will surely come; it will not delay." That is a promise. God will answer our prayers. It might not be answered in the way we expect or necessarily want it to be answered, but it will be answered. His ways our higher than ours and He is always faithful.
